Sarah J. Dash

President and Co-CEO
Sarah joined the Alliance in April 2014 as vice president for policy. Prior to joining the Alliance, she was a member of the research faculty at the Georgetown University Health Policy Institute in the Center on Health Insurance Reforms. She has also served as a senior health policy aide to Sen. Jay Rockefeller (D-W.Va.) and Rep. Rosa DeLauro (D-Conn.). She received her master’s degree in public health from Yale University and a bachelor of science from MIT.

Marilyn Werber Serafini

President and Co-CEO
Before joining the Alliance, Marilyn was the Robin Toner Distinguished Fellow and senior correspondent at Kaiser Health News. She was an award-winning health care and welfare correspondent for National Journal magazine from 1995 to 2010, and before that was a senior reporter for CongressDaily (now National Journal daily). She holds a master’s degree in journalism and public affairs from American University and an undergraduate degree from the University of Maryland.

Kelly J. Appenzeller

Congressional Events & Outreach Manager
Before joining the Alliance, Kelly co-founded her alma mater’s social media team and overhauled much of the institution’s digital and social media throughout her undergraduate years. The student team has been nationally recognized by CASE and other higher education publications. Her experiences in Washington include public affairs and strategic congressional communications. Kelly graduated from St. Lawrence University in 2015 with a B.A. in government.

Anastasia Dent

Chief Operating Officer
Anastasia joined the Alliance in November 2010. She previously worked at Children’s National Medical Center in Washington, D.C., and has a background in non-profit development, fund raising, and event management. She received her B.A. from St. Lawrence University.

Karl Eisenhower

Director of Communications and Special Projects
Before joining the Alliance, Karl was the health editor at RealClear Media Group, where he managed the launch of the RealClearHealth website, and a senior web editor at Kaiser Health News. Prior to that, he was the new media strategy editor at National Journal and the assistant managing editor for newsroom operations at washingtonpost.com. Karl has a B.A. in political science from the College of Wooster and did some graduate-level studies in political science at Duke.

Jared Perkins

Health Policy Associate
Before joining the Alliance, Jared was a casework manager and regional representative in the Northern Nevada office of Sen. Harry Reid (D-Nev.) where he worked on a health care, social security and education portfolio. He graduated with his master’s in public policy and administration from Northwestern University in 2016 and received his B.A .in political science from the University of Nevada, Reno.

Lily Penney

Health Policy Intern
Before joining the Alliance, Lily was an English as second language teacher in Quito, Ecuador. Prior to that she was an HIV development consultant for the Pan American Health Organization in El Salvador. Lily has also worked as a community support specialist with Community Connections, a mental health nonprofit in Washington, D.C. She received her B.A. in psychology from St. Mary’s College of Maryland and is a current master’s candidate in public health at UC Berkeley.

Tonia Wu

Health Policy Intern
Tonia Wu is a junior at The University of Texas at Austin majoring in public health with a certificate in health care ethics. She is interested in pursuing health care advocacy and reform, with particular focus on pediatric care. She has previously interned with the clinical ethics department at The University of Texas M.D. Anderson Cancer Center and served as a research assistant for the Institute for Urban Policy Research and Analysis.
