This briefing, cosponsored by the Kaiser Family Foundation, is part of our ongoing series to explore the provisions of the Patient Protection and Affordable Care Act (PPACA) and the Health Care and Education Reconciliation Act of 2010 (HCERA). A panel of well-qualified experts explained how the two health reform laws affect Medicaid, and to answered a variety of questions about topics such as Medicaid eligibility, financing, and other implementation issues. 
10Briefing  From Crunch to Crisis: State Budgets, Medicaid and the Economy, 2/22/2010
Medicaid programs are feeling the strain as enrollment grows while state revenues come in lower than projected. How are Medicaid directors coping? How is the recession affecting low-income individuals and families? This briefing, cosponsored by the Kaiser Commission on Medicaid and the Uninsured, addressed these and related questions.  
10Briefing  Medicaid: The Essentials, 2/13/2009
As a state-run program with broad federal guidelines, Medicaid covers health and long-term care services for scores of millions of low-income Americans. Conversations are well underway about the role of Medicaid as a vehicle for economic stimulus, and about its role in health coverage expansion proposals. Who is eligible for Medicaid? How is it administered? What benefits are covered? What is its role in long-term care? What role does the program play for Medicare beneficiaries? How is Medicaid financed? How much of the funding for the program comes from the federal government? How much do states pay for Medicaid and how much discretion do they have in determining who is covered, and for what services? To address these and related questions, the Alliance for Health Reform and the Kaiser Commission on Medicaid and the Uninsured sponsored a February 13 luncheon briefing. 
10Briefing  Children’s Health Coverage: A Primer, 2/2/2009
Medicaid and the State Children’s Health Insurance Program (SCHIP) play a crucial role in the U.S. health insurance system by providing coverage for more than one in four children. During 2005, about 29 million children were enrolled in Medicaid at some point in the year and more than 6 million were covered through SCHIP. How do Medicaid and SCHIP work today to cover children? How can enrollment simplification and outreach help reach those children who are eligible but unenrolled? Do state programs differ in eligibility requirements and benefits offered? How are state budgets holding up under the strain of the economic downturn? What will be the impact of the recession on coverage of children in Medicaid and SCHIP? To address these and related questions, the Alliance for Health Reform and the Kaiser Commission on Medicaid and the Uninsured sponsored a February 2 briefing. 
10Briefing  Medicaid as Stimulus: A Tonic for What Ails the Economy?, 1/9/2009
Because of the way Medicaid is financed, a recession means double trouble. States have reduced revenue, and thus less money to spend on Medicaid, just as more people are losing their jobs and their health coverage, and need the program. States have little choice but to cut Medicaid spending. What happens to health coverage when workers lose their jobs and what is the impact on Medicaid? Can additional Medicaid funding be justified during a time of declining federal tax revenues and rapidly expanding deficits? What steps can the federal government and states take to provide assistance with health coverage to families hard hit by the recession? To address these and related questions, the Alliance for Health Reform and the Kaiser Commission on Medicaid and the Uninsured sponsored a January 9 briefing.  
10Briefing  Low-Income Adults: Can Medicaid Fill the Coverage Gap? , 9/15/2008
If you think that all poor Americans can get health coverage through Medicaid, think again. If they are not parents of dependent children, disabled or elderly, they do not qualify for Medicaid coverage, no matter how poor. As a result, more than half of all low-income uninsured persons are adults who do not fit in current eligibility categories as defined by federal law. Can Medicaid be redesigned to cover non-categorical poor adults? What lessons can be learned from states’ efforts to cover the uninsured through Medicaid expansions? Can private insurance fill the void? To address these and related questions, the Alliance for Health Reform and the AARP Public Policy Institute sponsored a September 15 briefing.  
10Briefing  Healthcare and the Economic Slowdown: Medicaid, State Revenues and Federal Spending Plans, 2/15/2008
What is the relationship between Medicaid spending and the economy; and between Medicaid and state budgets? What impact did the 2003 federal Medicaid matching rate increase have on Medicaid coverage and state fiscal situations? What would be the likely impact of an increase in Medicaid funding in the current fiscal environment? How are proposed Medicaid and SCHIP changes in the president’s budget likely to affect these two public programs and state budgets? What other fiscal pressures are being felt by state Medicaid programs? This briefing, cosponsored by the Kaiser Commission on Medicaid and the Uninsured, addressed these and related questions. 
10Briefing  Medicaid 101: A Primer on the Health Insurance Program for Low-Income Americans, 4/16/2007
Medicaid is a joint state and federal program. It covers nearly 55 million individuals – children, adults with children, elderly and disabled individuals and cost nearly $300 billion in combined state and federal spending in 2006.  
10Briefing  HEALTH SERVICES FOR CHILDREN: The Role of Medicaid and Its Benefit Package, 9/9/2005
What benefits does Medicaid currently provide for children? How does the Medicaid benefits package for children compare to the benefits offered by commercial insurers? Should states be given more flexibility in what benefits to offer children? What might the impact of such flexibility be -- on beneficiaries, on state budgets and on safety net providers? To help answer these questions and more, the Alliance for Health Reform and The Commonwealth Fund co-sponsored a September 9 luncheon briefing.  
10Briefing  Cash and Counseling: Part of the Long-Term Care Answer?, 7/29/2005
“Cash and Counseling” is a way of allowing individuals receiving personal assistance services through Medicaid to have more control over the services they get and who provides them. The program provides an individualized allowance that beneficiaries can use to hire a personal care assistant of their choice – often a family caregiver – or purchase items that help them live independently. The Alliance for Health Reform, along with the Robert Wood Johnson Foundation, held a briefing to discuss Cash and Counseling and results from the program's demonstration.

With rapidly rising health care costs and pressures on both federal and state budgets as a backdrop, lawmakers are considering a variety of changes to Medicaid this year. This briefing will offer a chance to learn more about the fundamentals of Medicaid, for those who would like to brush up on their knowledge as well as those new to the subject. What is Medicaid’s impact on state and federal budgets? What’s driving its dramatic growth in enrollment and spending? What are “waiver” programs, and what is the difference between “optional” and “mandatory” populations? How will the Medicare Modernization Act affect Medicaid (considering that it is known mostly for its prescription drug benefit for Medicare beneficiaries)?

10Issue BriefSCHIP and Medicaid Enrollment: What's Next?, 4/1/2006
The State Children's Health Insurance Program (SCHIP) has been quite successful, with a monthly average of 4.2 million children covered by the program in 2005 -- double the figure in 2000. Likewise, the number of children covered by Medicaid has climbed steadily. But the job of signing up all eligible children for these two programs is far from complete. This issue brief documents the successes and challenges of SCHIP and Medicaid as congress gears up to consider the future of SCHIP in 2007. One of the main goals of health reform is to increase access to health care. Frequently overlooked in this effort is finding effective and efficient mechanisms for determining eligibility and enrolling those who are eligible for existing public programs, primarily Medicaid and the the Children's Health Insurance Program (CHIP). How can recruitment and enrollment be streamlined? How can enrollment in public programs affect states’ budgets? To answer these questions and others, the Alliance for Health Reform and PhRMA sponsored a December 1 briefing.  
9Briefing  Dental Health: Nurturing the Health Care System’s Neglected Stepchild , 7/25/2008
More than 100 million Americans have no insurance to help cover dental needs. With SCHIP reauthorization on the horizon and the chance that elements of last year’s vetoed SCHIP proposal—which included provisions for dental care—may be revived, oral health issues are front and center. What is the best way to include dental health in the larger health reform debate? How should payment to dental health providers be improved? How can dental workforce shortage issues be addressed? To address these and related questions, the Alliance for Health Reform and the Kaiser Commission on Medicaid and the Uninsured sponsored a July 25 briefing.  
9Briefing  WHO’S COUNTING? What is crowd-out, how big is it and does it matter for SCHIP? , 8/29/2007
How much private coverage is displaced – “crowded out”—when public programs like SCHIP and Medicaid are expanded? This briefing, supported by the United Health Foundation, explored the issue, including the types of crowd-out, anticipated crowd-out effects of recently passed House and Senate legislation, and how to minimize these effects.

Congress and the White House are gridlocked on SCHIP reauthorization beyond November. President Bush has vetoed the first SCHIP bill to cross his desk. CMS has issued tough new rules governing when states can open up their SCHIP programs to children above 200 percent of the federal poverty. One reason for all of the above: crowd-out – the phenomenon of people dropping private health coverage when public coverage becomes more easily available. This toolkit, supported by the Robert Wood Johnson Foundation, helps explain why crowd-out occurs and offers links to late-breaking developments affecting SCHIP enrollment. President Bush’s FY 2006 budget could have long-lasting effects on several health programs. If enacted as is, the budget would trim $60 billion in the growth in Medicaid spending over the next 10 years. At the same time, the budget offers $11 billion in new money to enroll children in Medicaid and the State Children’s Health Insurance Program. It would provide $74 billion in tax incentives to help the uninsured buy coverage. Some congressional budget leaders have signaled their intention to find budget savings in another entitlement program – Medicare. After the hearings are over and the votes taken, how many of the president’s health initiatives will remain? What budget proposals originating with Congress might be adopted? How will discretionary programs – like the Centers for Disease Control and Prevention, and the National Institutes of Health – be affected? What are the long-term implications for health care providers and consumers, and for the deficit?
