| 10 | Briefing | A Different Way of Thinking About Health Information, 8/13/2012 A consumer walks down the street using a smartphone – but rather than texting a friend, calling home or checking email, she is reporting data that will inform a clinician about the status of her asthma management. Is this scenario real or fantasy? It is in fact being tested, but there are many policy considerations before we “get there” with consumer-generated health information, including the potential need for regulation of mobile apps that transfer health information; dealing with the complexities of integrating patient-generated information into the electronic health record; and melding these advances with “meaningful use” requirements to qualify for federal payments. In addition there are privacy and security issues, including HIPAA compliance concerns. What other special issues need to be addressed to enable the transmission of patient-generated information to occur effectively? Are there programs demonstrating the effective use of patient-generated information? Can they be replicated? What are the principal barriers to more rapid adoption of these types of interactions? To address these questions and more, the Alliance for Health Reform, the Robert Wood Johnson Foundation and the Bipartisan Policy Center are sponsoring an August 13 luncheon briefing.

, 8/1/2011 Under the American Recovery and Reinvestment Act of 2009, providers can receive Medicare and Medicaid payment incentives when they adopt electronic health records and demonstrate their “meaningful use.” Additionally, the Patient Protection and Affordable Care Act requires states to establish a website by 2014 for Medicaid beneficiaries to electronically enroll and renew coverage. Yet many challenges remain so that health information technology (HIT) can help the Medicaid program operate more effectively. This briefing explored such challenges and spotlighted some pioneers in the field.

, 3/5/2012 Headlines regularly call attention to pockets of fraudulent activity in the health care area--scams that amount to millions and potentially billions of dollars. The stories typically focus on catching the crooks but not so much on efforts to prevent fraud, waste and abuse in health care programs. Both types of efforts are important. With continued concerns about rising health care costs and the current focus on deficit reduction, how much money can be saved and put to better use by reducing waste, abuse and outright fraud? To address these questions and more, the Alliance for Health Reform and the Centene Corporation sponsored a March 5 briefing. The focus was not so much on the criminal aspect of the problem, but rather on how to coordinate the efforts of Medicaid, Medicare, the private sector and others to prevent and combat the waste, fraud and abuse.

, 2/14/2011 The relationship between patients and doctors has been changing from the traditional model in which a doctor decides on a treatment course without significant patient input. One way to facilitate shared decision making is through the use of decision support tools, which offer the patient high quality medical information in an easily understandable format. How do these tools work? How might shared decision making benefit patients, purchasers and providers of care? What role can shared decision making play in the larger effort to improve the quality and lower the cost of health care? How does the Affordable Care Act affect shared decision making? To address these and related questions, the Alliance for Health Reform, the National Committee for Quality Assurance and the Foundation for Informed Medical Decision Making sponsored a February 14 briefing.

Some health care organizations have combined thoughtful use of technology and better use of personnel to improve preventive care and treatment of chronic disease, obtain better outcomes, and offer additional job satisfaction to their health care workforce. Some believe that technology poses a serious threat to Americans’ medical privacy rights; such people would add strict privacy protections to any health IT legislation. Others assert that the privacy risks are inconsequential, and that all health care providers should use electronic health records and participate in health information exchange networks. What’s the best way to balance the move to electronic health records and other health IT applications against the need to protect the privacy of individuals’ medical histories? This briefing, cosponsored with the Divided We Fail Initiative, addressed these and related questions.

| 8 | Briefing | Health Legislation 2007-2008: What's Possible?, 12/13/2006 Suddenly, Capitol Hill is talking about health issues again. Incoming House Speaker Nancy Pelosi promises that Democrats will roll back the prohibition against the federal government negotiating drug prices on behalf of Medicare beneficiaries. (A Kaiser Family Foundation poll released today found broad bipartisan support for this idea.) Incoming Senate Majority Leader Harry Reid says one of his three top priorities will be more funding for stem cell research. Others want to revisit the importation of prescription drugs from Canada. Additionally, the 110th Congress will consider whether to continue the State Children’s Health Insurance Program in its present form.
